The G20 High Level Independent Panel on Pandemic Preparedness and Response
The Pandemic Center is leading the way, in partnership with HLIP and the U.S. National Academy of Medicine (NAM), to support new, bold, and operational health security financing solutions in an era of waning foreign aid.

As official development assistance declines, the G20 and other world leaders are doubling down to identify bold, operational, and practical solutions to accelerate financing for pandemic prevention, preparedness and response (PPR). 

The Pandemic Center is supporting the HLIP in identifying those solutions and tracking results. Pandemic Center Senior Adviser and Professor of the Practice Dr. Beth Cameron serves as the Special Advisor to the HLIP, while Brown alumnus Sabrina Chwalek, MPH student Yuliya Velhan, and Brown School of Public Health Research Assistant Gabriella Chalker and Distinguished Senior Fellow Dr. Stephanie Psaki also support and advise the effort.

The G20 High Level Independent Panel (HLIP) was established in 2020 to provide concrete solutions for G20 members to accelerate pandemic preparedness and response financing. The past twelve months have seen the conclusion of negotiations on the Pandemic Agreement, as well as the amended International Health Regulations, alongside the potential for a steep decline in foreign assistance for health and development. In light of these changes in the global landscape, South Africa’s G20 Presidency asked the HLIP to provide a rapid set of recommendations to accelerate national, regional, and global pandemic PPR financing, with a focus on providing timely solutions for the G20 Joint Finance and Health Task Force. Since reconvening in June 2025, the HLIP has sprinted, with experts from around the world, to more clearly identify and fill near- and medium-term gaps, recognizing declining budgets for global health and an increasing emphasis on domestic resource mobilization and regional access to medical countermeasures (MCM). 

In 2025, the HLIP will release practical, operational, and bold recommendations to accelerate pandemic prevention, preparedness and response (PPR) financing, which will be focused on financing to expand access to medical countermeasures during public health emergencies and financing and domestic resources to better prepare for pandemic threats. 

Following the release of its findings this fall, the HLIP stands ready to work with the G20 Presidency and the Joint Finance and Health Task Force to accelerate implementation of its recommendations in advance of the 2026 UNGA High Level Meeting on Pandemic PPR.
