JohnBaptist Galiwango

Game Changers Fellow | 2026

Biography

Galiwango is a biosafety and biosecurity professional with over five years of national and international experience. He is currently a Biosafety Officer at the Uganda National Council for Science and Technology (UNCST) under the Ministry of Science, Technology and Innovation, Office of the President.


JohnBaptist supports Uganda's national biosafety and biosecurity regulatory and governance system by developing regulatory frameworks, monitoring and inspecting biotechnology, Science, Technology, and Innovation activities for compliance with national and international Biosafety and Biosecurity standards, and providing administrative, and secretarial support to the National Biosafety Committee.


Previously, he worked with the World Organisation for Animal Health (WOAH) as a Research Intern, supporting WOAH's Biological Threat Reduction Strategy through the FIRABioT project implemented across nine African countries. He has also consulted for various public and private organizations in biorisk management and laboratory quality management systems.


He's an IFBA Certified Professional in Cyberbiosecurity, Biological Risk Assessment, and Biorisk Management and a BlueDot Impact Certified Professional in Biosecurity. JohnBaptist is a 2025 African Atomic Policy Lab Fellow under the International Student/Young Pugwash (ISYP).


JohnBaptist was selected for the 2025 Nuclear Threat Initiative, NTI | bio–Next Generation Biosecurity Delegation to the 7th Working Group meeting for strengthening the Biological Weapons Convention in Geneva.


JohnBaptist began his career as a Laboratory Technologist, supporting Uganda's COVID-19 and Ebola outbreak response through roles with Microhaem Test and Fly Laboratories, the Ministry of Health, and the International Organization for Migration (IOM).


Galiwango holds a Master’s in International Infectious Diseases Management, a Postgraduate Diploma in Project Planning and Management, and a Bachelor of Biomedical Laboratory Technology and currently a PhD student in Global Biosecurity and Ecosystems Health at Makerere University, where he contributes to research and capacity building of emerging life-scientists. He's passionate about advancing biosafety and biosecurity, through a One Health
approach.
