A senior leaders dialogue hosted by the HLIP focused on tangible, cross-sectoral actions to accelerate financing for pandemic PPR. Through fireside discussions and interactive, candid conversation, participants will focus on two priorities ahead of the UN High-Level Meeting. They will explore emerging pilot approaches to track pandemic PPR spending within national systems across sectors and geographies in low-, middle-, and high-income countries, and consider near-term actions and country and regional commitments to bolster access, surge, and at-risk financing for medical countermeasures, including vaccines, tests, treatments, and PPE for Ebola, related disease threats, and other zero-market and catastrophic biological risk scenarios.

The HLIP convened governments, development finance institutions, international organizations, regional health bodies, technical and academic experts, philanthropic organizations, and the private sector to confront the core challenges to PPE access, including fragmented demand, absent regional stockpiles, concentrated manufacturing, and weak market signals. Building from that diagnosis, participants co-designed candidate solutions and converged on a short list of regionally anchored priorities spanning financing and coordination, strategic stockpiling, regional manufacturing and supply-chain readiness, and research and innovation.
Closing the Deal Report Release and Public Briefing

The HLIP released its report, Closing the Deal: Financing Our Security Against Pandemic Threats, with an overview published in The Lancet, and presented it at a public briefing opened by WTO Director-General Ngozi Okonjo-Iweala and WHO Director-General Tedros Adhanom Ghebreyesus. The Panel's co-chairs and members discussed the report's five recommendations to accelerate pandemic PPR financing.
