Through fireside discussions and interactive, candid conversation, participants will focus on two priorities ahead of the UN High-Level Meeting. They will explore emerging pilot approaches to track pandemic PPR spending within national systems across sectors and geographies in low-, middle-, and high-income countries, and consider near-term actions and country and regional commitments to bolster access, surge, and at-risk financing for medical countermeasures, including vaccines, tests, treatments, and PPE for Ebola, related disease threats, and other zero-market and catastrophic biological risk scenarios.

Building from that diagnosis, participants co-designed candidate solutions and converged on a short list of regionally anchored priorities spanning financing and coordination, strategic stockpiling, regional manufacturing and supply-chain readiness, and research and innovation.

The HLIP released its report, Closing the Deal: Financing Our Security Against Pandemic Threats, with an overview published in The Lancet, and presented it at a public briefing opened by WTO Director-General Ngozi Okonjo-Iweala and WHO Director-General Tedros Adhanom Ghebreyesus. The Panel's co-chairs and members discussed the report's five recommendations to accelerate pandemic PPR financing.
